In 2020, a “tower” is built by the people in the city center—a tower which gives you the best living possible. But because of limited space, government only allows qualified people to move into the tower.
Discontented citizens started protesting which made the government introducing a policy to give everybody a chance to “change their own destiny. The government sets up a system which assesses each individual’s contribution. At the end of every year, the top 1,000 contributors are allowed to shrink their bodies and move into the tower next year.
From then on, the tower begins receiving new residents every year and sending away disqualified residents. The tower becomes more and more prosperous as the area outside more and more broken-down.
People work hard and still dream of living in the tower one day. But most people can only look up at the tower once in a while as they dream on.
