Scenes of a 2010 Deepwater Horizon oil spill are still vivid, the ecological crisis caused by the oil spill is continuing to threaten wildlife a decade later. However, the United States is still planning for large-scale oil and gas exploitation in the Gulf of Mexico in the coming decades. At the same time, a vast number of platforms are facing decommissioning. A 2016 study forecasts 2,000 more by 2040 at a cost of US$210 billion. In the face of this growing challenge, significant attention is required to ensure a responsible balance between natural resource development and environmental protection.
A development plan for an offshore tax haven in the Gulf of Mexico has been drafted to address the issues. The proposal suggests that the aged oil rigs are towed to international water in the Gulf of Mexico, forming a new offshore territory. To finance the relocation, new structures in the territory are leased to companies that would invest in the decommission, relocation, and clean-up of oil spills. In return, the companies would receive tax abatements.
This project is a both design exploration and visual projection of what it would be like if we’re seeking another lifestyle of living offshore.
