Chiayi Station, built in 1902, was the first three-rail and multi-function station with the Taiwan Railway, Forest Railway and Sugar Iron industry trains passing through the city in Taiwan. Today, Chiayi Station is located in the middle of Chiayi City and divides the city into two sections: With the east side being commercially well developed, while the west side remaining more stagnant and less developed.
With the growth and industrial transformation of the city, the scope of Chiayi urban development is expanding. However, the railway running through the urban area has become an obstacle to the development from both sides of the city. In order to reduce the impact of the railway on urban development and promote urban renewal and development while eliminating railroad crossing accidents and alleviate traffic problems, the Chiayi Municipal Government and the public actively pushed for the more affordable elevated railway as opposed to the more expensive underground railway. The total length of the plan is 10.9 km. The plan is to rebuild the existing 7.9 km railway onto an elevated bridge, convert the existing Jiabei Station and Chiayi Station into elevated stations, and restore the original Tropic Station, starting from the north (K291+737) to the south (K302+637).
